No one was able to get you to despise him more than Hot Rod. Piper was never the best wrestler, but his charisma and mic work was legendary. He went toe-to-toe with Hulk Hogan not because he was athletic, but because he had a knack for pissing people off. Whether it was an eye gouge or a cheap shot, Piper had an arsenal of moves and insults to rile people up.
No one will be more hated than Hot Rod.
His show "Piper's Pit" was infamous for its vulgarity and was spearheaded by Piper himself. One of the show's most notorious moments was when "Rowdy" Roddy Piper insulted Jimmy Snuka's Fijian heritage, beat him with a coconut and stuffed his face with a banana.

Like Piper, Heenan wasn't much of a wrestler, but he stole the show anytime a camera was on him. People relished his humiliation when it came. WWE fans hate a lot of wrestlers, but Heenan will have a special place in everyone's heart.
