Congress has just days before federal funding for most departments expires, and if they can't negotiate a spending bill, the government may shut down. President Trump is demanding $1.4 billion for a Mexico-U.S. border wall and $18 billion in cuts for domestic programs—both of which the Democrats oppose and say are unreasonable, unpopular demands. Republicans say if Senate Democrats aren't open to negotiation, the shutdown will be their fault. What do you think?
Who deserves the blame if the government shuts down?
Politico reports President Trump wants $1.4 billion for a Mexico-U.S. border wall and homeland security in the spending bill, but Senate Minority Leader Chuck Schumer (D-N.Y.) says his caucus will not support it. Senate Democrats may also filibuster any bill that allows states to cut funding from sanctuary cities. For these reasons, J. D. Heyes says the Democratic Party "will be at fault if a shutdown actually occurs at the end of this month."
But others say the idea of blaming Democrats for a potential shutdown is ridiculous. Republicans hold the White House, the House of Representatives and the Senate. Because they have the power and control the agenda, Politico says "a government shutdown would undoubtedly be seen as a debacle for the Trump White House and the Republican Party."
Trump's supporters say Democrats' refusal to fund the border wall or compromise on Planned Parenthood and sanctuary cities means a government shutdown would be laid at their doorstep.
But the Republicans run everything. How is it the Democrats' fault if the GOP cannot unify? Republican numbers mean they don't technically need Democrat votes to pass a budget—they only need them because their party is so fractured and disorganized.

Since the Newt Gingrich era, government shutdowns have been seen as petty and dysfunctional. The public does not like them at all, so neither party wants to take the blame if it happens.
