Underwood stopped at nothing to reach the nation's highest office. He strangled a dog and pushed Zoe Barnes (played by Kate Mara) in front of a train. His crimes are legion, but like Hannibal Lector in "The Silence Of The Lambs," he's so nakedly evil and charismatically brilliant that audiences secretly root for him to succeed.

Gladiators regularly rate Fitz as the worst character on the show. He's horrible to his wife, horrible to Olivia, cheated his way to becoming president, and also murdered an old lady with cancer. He's that toxic guy you just can't seem to quit. But he definitely goes to the gym more than Underwood, which we know because of his frequent shirtless bouts of self-pity.
