Joe Biden said impeachment was a big distraction, was he right?

Former Vice President Joe Biden discouraged House Democrats from moving forward with impeachment proceedings. Biden now finds himself drawn into a potential plot by President Donald Trump to sabotage Biden's own chances at the White House, and his feelings on impeachment have changed. The candidate stated that the House should immediately begin impeachment proceedings if the Trump refuses to comply with its investigation. However, was Biden's earlier statement was the better political move?

In early June, as House Democrats were still parsing the fallout of the Mueller investigation, Biden came out forcefully against impeachment. Per CBS News

"I am not looking forward to an impeachment process – I really mean it," Biden said. "I think it's a gigantic distraction from things we should be focusing on getting done. But the truth of the matter is there is a Constitutional investigation. I'm going to do it a different way. Beat him."

In the wake of new information about the president's conduct, Biden has made different statements. Per USA Today: 

"It's time for this administration to stop stonewalling and provide the Congress with all the facts it needs," Biden said."It's time for the Congress to fully investigate the conduct of this president. The president should stop stonewalling this investigation and all the other investigations into his alleged wrongdoing. Using its full Constitutional authority, Congress in my view should demand the information it has a legal right to receive.
"If the president does not comply with such a request of the Congress, if he continues to obstruct Congress, and flaunt the law," Biden added, "Donald Trump will leave Congress, in my view, no choice but to initiate impeachment."

While stopping short of an unambiguous call for impeachment, Biden's statement is definitely a change of pace.
