Is torture ever justified?

Advocacy group Human Rights First is urging senators to oppose President Trump's nomination of Steven Bradbury to the Department of Transportation, because of his role in justifying the use of torture under the George W. Bush administration. Trump has called torture effective and morally defensible, and has said he would bring back waterboarding. One senior U.N. human rights official has accused Trump of having "a flirtation with torture,” but others say torture is sometimes justified. What do you think?
