Is it wrong to bar transgender people from military service?

On Twitter, President Trump announced transgender people will no longer be allowed to serve in the military “in any capacity," arguing our armed forces "cannot be burdened with the tremendous medical costs and disruption that transgender in the military would entail.” The sweeping policy change met with surprise from some military leaders and outrage from LGBT advocates. Several interest groups, including the ACLU, plan to sue for discrimination. What do you think?

Trump critics say the president has no data to support his claim of the "tremendous medical costs and disruption" he claims trans people impose on the military. They argue this ban is just institutionalizing bigotry and stoking fear and hatred of a marginalized population.

Trump said Wednesday that he had consulted with generals and military experts [but] research from the global policy think tank The Rand Corporation estimated that the cost of medical care for transgender troops is approximately one one-hundredth of 1 percent of the military annual healthcare budget, or at most $8.4 million per year.To claim otherwise is to lie about the data,” Belkin said.

Supporters of the ban say transgender people cannot ask for special exceptions from the military, and that if their health care puts an undue burden on tax payers, President Trump has every right to ban them from service.

The sticking point for many on the right is the idea that the military would pay for gender transition or hormone therapy for trans members. 

Many conservatives want to bar the Pentagon from spending money on transition surgery or related hormone therapy, and some members of the conservative Freedom Caucus have indicated they would not support any military spending measure without language that bans funding for gender transition.

But transgender advocates point to the RAND Corporation study, which showed medical expenses for trans service members would be extremely minimal and trans people in the military have no negative impact "on unit cohesion, operational effectiveness, or readiness." 

No one has been able to ascertain who the military experts are that Trump claims he consulted with to make this decision.

But another study from the Family Research Council says the cost of surgery and hormones for transgender service members could cost upward of $3.7 billion over the next 10 years. Many conservative Republicans, including Rep. Vicky Hartzler (who also serves on the Committee on Armed Services), feel the price tag is far greater than the RAND study has estimated.

That money for sex-reassignment surgery and hormones could pay for 22 F-35 fighter jets, or 116 Chinook combat helicopters, or 3,700 Tomahawk missiles, or even an entire Navy destroyer.

Republican Sen. John McCain, a military veteran and chairman of the Senate Armed Services Committee, released a statement strongly critiquing President Trump's decision:

The Department of Defense has already decided to allow currently-serving transgender individuals to stay in the military, and many are serving honorably today. Any American who meets current medical and readiness standards should be allowed to continue serving. 
There is no reason to force service members who are able to fight, train, and deploy to leave the military—regardless of their gender identity. We should all be guided by the principle that any American who wants to serve our country and is able to meet the standards should have the opportunity to do so—and should be treated as the patriots they are.
