From the Oval Office to the speeches in front of the nation, the two have been jockeying for leverage over each other. The president has long staked his reputation on being one of the nation's foremost dealmakers.

However, The Washington Post has noted the fight over the border wall has been the greatest test of Trump's deal-making ability to date and, thus far, he has been failing.

Trump’s management of the partial government shutdown — his first foray in divided government — has exposed as never before his shortcomings as a dealmaker. The president has been adamant about securing $5.7 billion in public money to construct his long-promised border wall, but he has not won over congressional Democrats, who call the wall immoral and have refused to negotiate over border security until the government reopens.

The Post notes he has been tackling the government shutdown as a public relations problem and refuses to actually engage in negotiations.

Trump loyalists maintain the president is not failing, he is merely refusing to back down from his convictions. Ronna McDaniel, GOP Chairwoman, tweeted her support of the president's negotiating skills, saying the continued shutdown was the responsibility of intransigent Democrats like Pelosi.

Even those who have worked with Trump acknowledge he may be bested by Pelosi. According to Newsweek, former Trump Organization Vice President Barbara Res said as much in an interview with MSNBC.

“Problem is, she’s his match. She is not inferior to him. She is, in my opinion, from a point of view of deal-making, far superior,” Res said, adding that she believes that the top Democrat now has Trump “totally in a corner.”
...“There are some basic tenets to negotiation that Trump does not believe in,” Res told MSNBC. She added that the president knows “nothing about collaboration” and that while that self-serving approach has worked for him in certain circumstances, he does not have the same “power or leverage” today.

The pair are currently facing off on whether the State of the Union will move forward as planned on January 29. After initially being disinvited by the Speaker of the House, the president responded with a letter claiming there were no pressing security concerns as Pelosi had asserted, and he would be delivering the speech as scheduled.

Pelosi promptly responded that the House would not consider a concurrent resolution to allow the State of the Union to happen, concluding the issue definitively.
