Is water wet?

Water makes things wet, but can water itself be wet? Some people say yes! Just look at water. Just touch it. It's obviously wet. But others say water makes things wet. Being wet is what happens when something comes into contact with water. Water can't be wet because it is water. What do you think? 💧
