Realistically, children will be fine if they go trick-or-treating unsupervised. It's extremely rare that a stranger will poison or abduct a child they don't know.

I would consider it neglectful for a parent to let a young child walk around alone in the dark. Sure, abduction is a possibility, but unlikely. Most kids are abducted by people they know and trust. I’d be more concerned with traffic or the child getting lost.
Realistically, even when I was a kid and went ToT without a parent, it was never ALONE. Kids generally ToT with friends. I think I was about 8 or 9 when I started going without my mom. I still think that’s an okay age to ToT without a parent, but I wouldn’t allow my child to go completely alone unless it was just in our immediate neighborhood. I can’t imagine that going alone would be much fun, anyway.

Some people refuse to be afraid of the world. With the right precautions, things will be fine.

Others refuse to take the risk. It may be unlikely that something bad will happen, but it's just not worth risking it.
