The reason that FaceTiming in public is so taboo is because the individual who does it inconveniences those around them. Sure, texting and walking at the same time is annoying and bad, but people FaceTiming are a thousand times worse.

Think about it—they have to lift their phone up to their mugs, not only completely unaware of how little those around them actually care about their conversation but also how much people are navigating around them instead of vice-versa.
