Americans made up the rule during the beginning of the 20th century as a way to differentiate between new money and old. The truly sophisticated and wealthy would know the proper way to dress and conduct themselves. New money families would make embarrassing mistakes like wearing white after Labor Day. 

Now, Americans of all incomes have picked up on this rule. If you care about fashion, you're not going to wear white after Labor Day.

Not wearing white outside the summer months was another one of these silly rules. White was for weddings and resort wear, not dinner parties in the fall. Of course it could get extremely hot in September, and wearing white might make the most sense, but if you wanted to be appropriately attired you just did not do it. Labor Day became a federal holiday in 1894, and society eventually adopted it as the natural endpoint for summer fashion.

A lot of people don't care. White is the perfect color to wear on a hot day. If it's still hot after Labor Day, you can bet that some people will continue wearing white. Even if it's cold out, some people will continue to wear white.
